The Commission is tasked with developing a fundraising plan to support the museum's establishment, operation, and maintenance without relying on federal appropriations. The Commission may also convene a national conference on the museum and submit recommendations for legislative action. The Commission will terminate 30 days after submitting its final reports and is prohibited from using federal funds.
