This bill repeals certain provisions in the Municipal Home Rule Law that limit the submission of questions to a city's qualified electors when a city charter commission proposes a new or revised city charter. Specifically, it eliminates the rule that prevents other local referendum proposals from being on the ballot whenever a city charter commission puts a proposal on the local ballot. The bill also amends the law to provide that if there is a conflict between the provisions of two or more proposals approved by the electors at the same election, the proposal receiving the largest number of affirmative votes shall prevail.
