This bill establishes the Advisory Council on African Diaspora Engagement in the United States within the Department of State. The Council, consisting of up to 12 members appointed by the Secretary of State, will advise the President, through the Secretary of State, on strengthening connections between the U.S. government and the African diaspora community in the United States. The Council's functions include providing information, analysis, and recommendations on strategies to advance equity and opportunity for African diaspora communities, ways to support the UN Permanent Forum on People of African Descent, and programs and initiatives to strengthen cultural, social, political, and economic ties between Africa, the African diaspora, and the United States.
