This bill removes existing legal exemptions that currently allow certain collective bargaining proceedings between public employers and employees to be conducted in private. Specifically, the bill eliminates the provisions in Nevada Revised Statutes (NRS) that previously permitted negotiations, informal discussions, mediator meetings, and fact-finding or arbitration investigations to be conducted outside of public view. Under current law, these types of meetings and discussions related to collective bargaining could be held in closed sessions, but the bill would now require them to be open and transparent. The key changes apply to both local government employers and the state's Executive Department, mandating that negotiations between employers and employee organizations, meetings with mediators, and other related proceedings must now be conducted in a manner consistent with public meeting laws. This change aims to increase transparency in the collective bargaining process for public sector employees and employers by ensuring that these important discussions can be observed by the public.
