This bill clarifies the enrollment and funding rules for early literacy jumpstart programs, specifically addressing how students are counted for Average Number Belonging (ANB) calculations when they participate in a jumpstart program in a school district different from their resident district. The bill modifies existing law to stipulate that an eligible child participating in a jumpstart program will be counted as quarter-time enrollment by the school district providing the program, and importantly, this enrollment will not require an out-of-district attendance agreement or be subject to tuition laws. Additionally, the bill allows a district providing a jumpstart program to add one-quarter enrollment for a participating student to their regular enrollment count in both October and February following the student's participation. The changes aim to provide more flexibility and clarity for school districts in implementing early literacy interventions, ensuring that districts are appropriately compensated for providing these supplemental educational programs to students who may not be from their primary attendance area. The bill will be effective July 1, 2025, and applies retroactively to early literacy jumpstart programs conducted after the 2025 school year.
