This bill clarifies how significant enrollment increases are calculated for school districts by requiring that enrollment increases be calculated separately for each budget unit within a district. Currently, school districts can receive additional financial support when their October enrollment count exceeds their budget limit Average Number Belonging (ANB) from three years prior by 110% or more. The bill specifies that instead of calculating enrollment increases for the entire district, calculations must now be done at the individual budget unit level. A budget unit typically represents a specific school or administrative division within a district. The significant enrollment increase payment would still be based on 80% of the district's per-ANB entitlement, with the district's trustees deciding whether to accept the full or partial payment. Districts must use any received funds to address costs associated with the enrollment increase. The bill will become effective on July 1, 2025, and will apply to school fiscal years beginning on or after that date, which means school districts will need to adjust their enrollment increase calculations accordingly starting with the 2025-2026 school year.
