Bill Summary

AN ACT ENTITLED: “AN ACT AUTHORIZING LEGISLATORS TO CHOOSE A PRIMARY E-MAIL ADDRESS OTHER THAN A LEGISLATIVE BRANCH-PROVIDED E-MAIL ADDRESS TO RECEIVE ELECTRONIC COMMUNICATIONS; REQUIRING A LEGISLATOR WHO CHOOSES A PRIMARY E-MAIL ADDRESS OTHER THAN THE LEGISLATIVE BRANCH-PROVIDED E-MAIL ADDRESS TO MANAGE THE ELECTRONIC COMMUNICATIONS IN ACCORDANCE WITH MONTANA'S PUBLIC RECORDS LAWS AND THE LEGISLATIVE BRANCH'S RECORDS MANAGEMENT PLAN; AND PROVIDING AN IMMEDIATE EFFECTIVE DATE.”

AI Summary

This bill allows Montana legislators to choose a personal email address as their primary point of contact instead of using the standard legislative branch-provided email account. If a legislator selects a non-official email address, they will be required to manage all electronic communications related to legislative business in compliance with the state's public records laws (specifically Title 2, chapter 6, part 10) and the legislative branch's records management plan. The key purpose is to provide legislators flexibility in how they receive and manage electronic communications while maintaining transparency and proper record-keeping. The bill will become effective immediately upon passage and approval, and it will be codified as part of Title 5, chapter 11, part 4 of Montana's legislative statutes. By allowing legislators to use their preferred email address, the bill aims to give lawmakers more control over their communication methods while still ensuring public accountability.
