This bill amends the Natural Resources and Environmental Protection Act to allow the construction of temporary erosion control structures without a permit during high water levels on the Great Lakes. Specifically, the bill: 1. Allows the use of movable, biodegradable, or soft permeable synthetic materials for above-grade walls without a permit. 2. Permits the installation of soft erosion control structures, such as sandbags or geotextile tubes, on the shoreland of the Great Lakes without a permit, provided certain conditions are met, including filing a notice with the Department of Environment, Great Lakes, and Energy. 3. Allows property owners to install a hard wall revetment to replace the soft erosion control structure without a permit if they have an operational septic system within 100 feet of the wave cut. 4. Adds a violation of the new section 32510a (the provision allowing temporary erosion control structures without a permit) as a "minor offense" under the act, subject to fines but not requiring restoration of the affected property.
