This bill modifies existing law regarding engineering and architectural services for state buildings by specifically exempting the Office of the Military from the requirement that the State Public Works Division of the Department of Administration provide such services. Currently, the State Public Works Division is mandated to furnish engineering and architectural services for buildings constructed on state property or funded by legislative appropriations, with some existing exceptions. The bill adds buildings of the Office of the Military to the list of exemptions, which means the Office of the Military will now have the flexibility to obtain engineering and architectural services independently, rather than being required to use the State Public Works Division. The services that would have been provided include preliminary planning, design, cost estimation, and preparation of detailed plans and specifications. The bill will take effect on July 1, 2025, giving state agencies time to prepare for the change. This modification provides the Office of the Military with more autonomy in managing its construction projects.
