This bill modifies the requirements for revising charters for open-enrollment charter schools in Texas. The bill changes the frequency of charter revisions from annually to once per biennium (every two years) and introduces the concept of an "expansion revision," which includes increasing student enrollment, adding new campuses, relocating campuses, extending grade levels, or expanding geographic boundaries. The commissioner of education must now thoroughly review expansion amendment requests and will only approve them if the charter school has served a minimum number of students eligible for special services in the preceding two years. The bill also requires charter holders to submit detailed information with their expansion amendment requests and provides that the commissioner must notify the charter holder in writing of the approval or disapproval of such requests. Charter holders can submit expansion amendment requests up to 36 months before the proposed expansion, but are not obligated to complete the expansion. The changes will only apply to charter revision requests submitted on or after the effective date of September 1, 2025, ensuring that existing requests are evaluated under previous rules.
