This bill establishes a pilot program to provide grants for free or reduced-tuition prekindergarten classes in the Region 20 education service center area (which includes San Antonio). The program, to be administered by the Texas Commissioner of Education in collaboration with the Pre-K 4 SA early childhood initiative, will provide funding to school districts, charter schools, and private schools to offer prekindergarten classes to children at least three years old who live in the specified region. Participating schools must follow the curriculum and teaching methods of the Pre-K 4 SA initiative. The commissioner is required to submit an annual report to the legislature evaluating the academic and developmental achievements of students in the program and provide recommendations for potential future actions. The pilot program will run from the 2025-2026 school year until January 1, 2031, at which point it will be abolished. The first report on the program is due by September 1, 2026, and the commissioner is authorized to adopt necessary rules to implement and manage the program.
