This bill modifies the existing tuition and fee exemption law for students who were previously under the conservatorship of the Department of Family and Protective Services (DFPS), removing previous date restrictions on when a student was adopted or placed in permanent managing conservatorship. Specifically, the bill eliminates the requirement that adoptions or conservatorship changes occurring on or after September 1, 2009, be the basis for tuition exemption. The exemption continues to apply to students who were under DFPS conservatorship on the day before their 18th birthday, on or after their 14th birthday if eligible for adoption, on the day of high school graduation, on the day before being adopted or placed in permanent managing conservatorship, or during an academic term with dual credit enrollment. Students can still only use this exemption if they enroll in higher education or dual credit courses before turning 25 years old. The changes will take effect for tuition and fees charged starting in the fall semester of 2025, and the bill becomes law immediately if it receives a two-thirds vote in the Texas Legislature, or on September 1, 2025, if it does not receive the immediate effect vote.
