This bill requires the Intelligence and Counterterrorism division of the Texas Department of Public Safety to conduct a comprehensive analysis of potential transportation security threats by June 1, 2026. The analysis must examine a wide range of potential risks, including terrorist tactics, explosive devices, chemical and biological threats, cybersecurity challenges, threats from unmanned aerial systems, attacks on soft targets, vulnerabilities in airport security screening, information-sharing gaps, and transportation sector growth. To develop this analysis, the division must engage transportation stakeholders through industry events, feedback mechanisms, communication drills, and regular meetings with senior leadership. By October 1, 2026, the director must develop mitigation strategies for each identified threat and assign department resources or recommend actions to appropriate government entities. The director is then required to prepare a confidential report by November 1, 2026, notifying legislative transportation committees of findings, with the entire act expiring on December 31, 2026. The bill will take effect on September 1, 2025, and aims to improve transportation security preparedness in Texas by systematically identifying and addressing potential threats across various transportation modes.
