This bill modifies the sparsity adjustment provisions for small school districts under the Foundation School Program by increasing the minimum student attendance threshold from 130 to 350 students for districts offering a kindergarten through grade 12 program. Under the revised law, such districts will receive a basic allotment based on 350 students in average daily attendance, provided they have at least 90 students in attendance in the preceding or current year or are located 30 miles or more from the nearest high school district. The bill maintains existing provisions for districts with more limited grade offerings, such as those with kindergarten through grade 8 or kindergarten through grade 6 programs, which will continue to receive basic allotments based on 75 or 60 students respectively, subject to similar distance and attendance requirements. The changes are designed to provide more financial support to small, rural school districts with low student populations, and the bill is set to take effect on September 1, 2025.
