Residents or service recipients can file a complaint with the Texas Ethics Commission if these requirements are not met. The bill does not prevent public entity employees from providing information to legislators or appearing before legislative committees. The provisions will take effect on September 1, 2025, and will only apply to contracts entered into on or after that date.
