This bill modifies the applicability of a grant program for public improvement projects in certain Texas counties by expanding the eligibility criteria. Specifically, the bill amends Section 388.001 of the Local Government Code to apply the grant program to two types of counties: (1) counties with less than 3,000 residents that are adjacent to at least three counties with populations under 10,000 and are located on an international border, and (2) counties with less than 7,000 residents that are adjacent to no more than two counties (each with populations under 10,000) and are located on an international border. The bill would take effect immediately if it receives a two-thirds vote in both legislative chambers; otherwise, it will take effect on September 1, 2025. The changes appear designed to provide more flexibility for rural, border counties to access public improvement project grants by broadening the qualifying population and adjacency requirements.
