This bill directs the Governor's Committee on People with Disabilities to conduct a comprehensive study on parking needs for individuals with disabilities in Texas. The study will involve collaboration with several state agencies, including the Department of Public Safety, Department of Motor Vehicles, Department of Licensing and Regulation, and the Texas Demographic Center. The committee will compile data on the current and projected population of people with disabilities who may be eligible for privileged parking, identify existing laws governing disability parking, and collect information from local law enforcement about parking violation citations. By December 1, 2026, the committee must submit a detailed report to state leadership that includes an analysis of the current parking allocation's efficiency and effectiveness, along with recommendations for the appropriate amount of disability parking spaces and potential legislative actions. The bill will take effect immediately if it receives a two-thirds vote in both legislative houses, or on September 1, 2025, if it does not receive the immediate voting threshold. This study aims to improve understanding and accessibility of parking for individuals with disabilities, including disabled veterans and those with mobility impairments.
