This bill modifies provisions for board meetings and public hearings for certain special districts, specifically water districts, by expanding their options for meeting locations and formats. The bill allows district boards to conduct quarterly meetings either: (1) inside the district, (2) within 10 miles of the district's boundary, or (3) in the county where the district is located if meeting at the first two locations is impractical. Additionally, the bill permits boards to hold regular or special meetings via telephone or video conference calls, provided that at least one board member is physically present at a public location during the open portions of the meeting. For public hearings regarding tax rate adoption, similar flexible meeting location and format options are established. These changes apply to districts with more than half of their projected retail water or sewer connections active, and are designed to provide greater flexibility for district boards in conducting their meetings while maintaining public accessibility. The bill will take effect on September 1, 2025.
