This bill modifies the existing law regarding the conditions under which Type A and Type B general-law municipalities can change their classification to Type C general-law municipalities. Specifically, the bill removes the previous population range requirements and simplifies the criteria, allowing Type A general-law municipalities with 4,999 or fewer inhabitants and Type B general-law municipalities with 999 or fewer inhabitants to change to a Type C general-law municipality. In municipal classification systems, these types refer to different organizational structures and levels of governance based on population size, with Type C typically being the smallest and simplest form of municipal government. The bill will take effect immediately if it receives a two-thirds vote in both legislative chambers, or otherwise will become effective on September 1, 2025. This change provides more flexibility for smaller municipalities to adjust their governmental structure to better suit their needs.
