This bill extends educational protections under the Interstate Compact on Educational Opportunity for Military Children to two additional groups of military-connected children: first, children of veterans who have retired and returned to their home of record on military orders, for a period of four years after the veteran's retirement; and second, children of uniformed services members who die on active duty or from active duty-related injuries, for four years after the member's death. The bill defines "uniformed services" to include branches of the U.S. military, the Commissioned Corps of the National Oceanic and Atmospheric Administration, and the Commissioned Corps of the United States Public Health Service. Additionally, the bill requires school districts and open-enrollment charter schools with websites to provide an easily accessible link to information about the Interstate Compact and these new protections. The provisions will take effect with the 2025-2026 school year, and the bill becomes effective either immediately with a two-thirds vote in the Texas legislature or on September 1, 2025, if it does not receive the necessary immediate voting support.
