This bill establishes a comprehensive framework for collecting and publishing affordable housing information in Texas municipalities. Specifically, it requires municipalities that receive certain federal community development grants to conduct an annual survey of affordable housing units, collecting detailed information such as rent, utility costs, eligibility requirements, waiting list length, nearby services, and contact information. These municipalities must then create a publicly accessible, searchable online database and mobile application that allows users to search and view this affordable housing information in real-time. The Texas Department of Housing and Community Affairs (TDHCA) is tasked with adopting rules for implementing this system, publishing statewide reports on affordable housing availability, and may collaborate with governmental and private entities to achieve these goals. The bill also allows municipalities with populations of 1.3 million or less and general-law municipalities to use up to a certain percentage of their general fund budget to promote affordable housing options, including promoting the new housing database.
