This bill requires certain public transportation authorities in Texas to establish a mandatory education and training program for vehicle operators focused on interacting with and supporting individuals with intellectual and developmental disabilities, including those with autism spectrum disorder. The program will apply specifically to transit authorities created before 1980 in municipalities with fewer than 1.9 million residents. The required training must include instruction on how to identify and communicate with individuals with intellectual or developmental disabilities, as well as how to assist these individuals in safely entering and exiting public transportation vehicles. Starting March 1, 2026, these transit authorities must develop the training program, and beginning September 1, 2026, no employee will be permitted to operate a public transportation vehicle without first completing this specialized training. The goal of the bill is to improve accessibility and support for people with intellectual and developmental disabilities when using public transportation, ensuring that transit operators are equipped with the knowledge and skills to provide respectful and safe service.
