This bill addresses the transfer of course credits between public higher education institutions in Texas by requiring institutions to waive tuition and fees for certain transferred credits that are not directly applied toward a student's degree program. Specifically, if a student transfers from one institution to another and their previously earned credits are not fully recognized—either not awarded academic credit or only given as elective credit—the receiving institution must waive tuition and fees for those credits if they were originally part of the core curriculum, field of study curriculum, Advanced Placement examinations, or International Baccalaureate Diploma Program. The bill also authorizes the Texas Higher Education Board to adopt rules to ensure compliance with these transfer credit requirements and stipulates that these provisions will take effect during the 2025-2026 academic year. The bill will become law immediately if it receives a two-thirds vote in the Texas Legislature, or otherwise will take effect on September 1, 2025, with the goal of reducing financial burdens on students when their previously earned credits are not fully transferred.
