This bill establishes a student loan repayment assistance program specifically for prosecuting attorneys working in the border prosecution unit in Texas. The program, to be administered by the state board, allows eligible attorneys licensed in Texas who have worked for one to four consecutive years in the border prosecution unit to receive loan repayment assistance. Attorneys can receive 25% of their total student loan balance for each year of service, with a maximum lifetime benefit of $110,000 and a total program cap of $2 million per state fiscal biennium. To qualify, attorneys must apply to the board and have student loans from accredited higher education institutions that are not in default. The board can pay loan repayments either directly to the lender or split between the lender and attorney. The legislation aims to incentivize attorneys to work in border prosecution by offering meaningful financial support for their educational debt. The program will begin on September 1, 2025, and the board is required to create rules, distribute information to law schools and relevant offices, and seek to maximize any available matching funds from other sources.
