This bill modifies Texas election law regarding voter identification requirements, expanding the types of acceptable identification documents and the process for voters who have difficulty obtaining the required ID. Specifically, voters can now present one of several forms of photo identification (such as a driver's license, military ID, passport, or tribal document), or alternative forms of identification including utility bills, bank statements, government checks, and a wide range of additional documents like Medicare cards, employment ID, student ID, prescription labels, and more. If a voter cannot produce the primary photo ID, they can now use two alternative forms of identification, with at least one showing their current address. The bill also preserves the existing "reasonable impediment" declaration process, where voters who cannot obtain the required ID can still vote by signing a declaration explaining their impediment, which could include reasons like lack of transportation, work schedule, disability, or lost identification. The declaration form includes warnings about potential prosecution for false statements. The changes aim to provide more flexibility in voter identification while maintaining safeguards against voter fraud. The new identification requirements will take effect on September 1, 2025, giving election officials and voters time to prepare for the changes.
