This bill modifies the existing Texas Government Code section regarding proper etiquette during the recitation of the state flag pledge, specifically expanding the acceptable hand positions for individuals not in uniform. Currently, people are required to face the state flag and stand at attention, but the bill adds a second acceptable hand position: in addition to placing the right hand over the heart, individuals may now extend their hand toward the flag at waist level with the elbow bent and the palm facing upward. The other existing requirements remain the same: those wearing removable head coverings should remove them with the right hand, hold them at the left shoulder, and recite the pledge; members of the armed forces or veterans not in uniform may make a military salute; and those in uniform should remain silent, face the flag, and make a military salute. The bill will take effect immediately if it receives a two-thirds vote in both legislative houses, or otherwise will become effective on September 1, 2025.
