Bill Summary
AN ACT relating to the duty of certain professionals to report child abuse or neglect.
AI Summary
This bill expands the definition of "professional" who is legally required to report child abuse or neglect in Texas. Currently, professionals such as teachers, nurses, doctors, and juvenile officers must report suspected child abuse within 48 hours of becoming aware of it, and they cannot delegate this reporting responsibility to others. The bill broadens this definition to also include members of boards of directors, boards of trustees, or other governing bodies of nonprofit organizations, religious organizations, churches, school districts, charter schools, and private schools who, in their official duties, may receive reports of misconduct against children by individuals employed by or affiliated with their organization. This expansion means more individuals in leadership and oversight roles will now be legally obligated to directly report suspected child abuse or neglect, potentially increasing the chances of identifying and addressing child abuse more quickly. The bill is set to take effect on September 1, 2025.
