This bill modifies the process for obtaining exemption forms from required immunizations for school enrollment in Texas. The Department of State Health Services will now be required to develop a blank affidavit form and make it available in a printable format on their website and in school nurse offices, which individuals can access without providing any additional information. The form will still include a statement indicating the person understands the benefits and risks of immunizations, but the department is no longer required to include a special seal to prevent reproduction. Additionally, the department may track the number of times the form is accessed or requested, but is explicitly prohibited from maintaining any personally identifying information about individuals who download or request the form. The bill will apply beginning with the 2025-2026 school year and will take effect either immediately with a two-thirds vote in the legislature or on September 1, 2025, if that threshold is not met. The changes appear designed to make immunization exemption forms more easily accessible while maintaining privacy protections.
