This bill modifies the existing Education Code regarding the bilingual education allotment under the Foundation School Program by changing the language about how school districts can use these funds. Specifically, the bill replaces the term "salary supplements" with "salaries" when describing how the funds can be used, which suggests districts now have more flexibility in using the bilingual education funds for teacher compensation. The bill continues to require that at least 55 percent of allocated funds be used for bilingual education or special language programs, and allows these funds to be spent on program and student evaluation, instructional materials and equipment, staff development, supplemental staff expenses, teacher salaries, costs associated with smaller class sizes, and other supplies needed for quality instruction. The changes will take effect with the 2025-2026 school year, and the bill becomes effective immediately if it receives a two-thirds vote in the Texas legislature, or on September 1, 2025, if it does not receive the immediate effect vote.
