Bill Summary

AN ACT relating to monetary assistance provided by the Department of Family and Protective Services to certain parents.

AI Summary

This bill establishes a Monitored Return Assistance Program through the Department of Family and Protective Services to provide financial support to parents working to reunite with their children after a court-ordered monitored return. To qualify, parents must have a family income at or below 300% of the federal poverty level and demonstrate that economic challenges like unemployment, housing costs, transportation, utilities, food, medical care, or childcare are preventing family reunification. The monetary assistance will be disbursed similarly to foster care payments, with a maximum amount of 50% of the department's daily basic foster care rate. The department can also, at its discretion, extend monetary assistance for up to six additional months after the case is dismissed to support family stability, with the assistance amount decreasing by 25% each month during this extension period. The law will apply to all court orders under Section 263.403 of the Family Code, regardless of when the order was issued, and will take effect on September 1, 2025.
