AN ACT relating to notice to property owners regarding certain stationary LP-gas installations.

This bill amends the Texas Natural Resources Code to require additional notification procedures for large liquefied petroleum (LP) gas installations. Specifically, for any proposed stationary LP-gas installation with an aggregate water capacity of 10,000 gallons or more, the applicant must mail a notice to all property owners within 500 feet of the proposed container location via registered or certified mail (or another mail method that provides proof of delivery). The applicant must also maintain a record of the proof of delivery for a time period to be determined by the commission. The bill changes some subchapter and section headings related to consumer safety notifications and will apply only to LP-gas installation applications filed with the Railroad Commission of Texas on or after the bill's effective date. The bill will take effect immediately if it receives a two-thirds vote in the Texas legislature, or otherwise will take effect on September 1, 2025.
