Born in Amarillo, Overstreet was an accomplished athlete and scholar who graduated from Texas Southern University's law school and became the first African American elected to a statewide position in Texas since Reconstruction when he was elected to the Texas Court of Criminal Appeals in 1990. Throughout his career, he served as an assistant district attorney, county court judge, and private practice attorney, authoring over 500 judicial opinions and working in various legal roles across Texas. The resolution highlights his professional achievements, including his work with TSU's legal clinic, his sports management firm, and his law firm partnerships, while also acknowledging his personal life, including his marriage to Dr. Carla Ortique and his role as a father and grandfather. The Texas House of Representatives formally recognizes Overstreet's significant contributions to public service, law, and his community, and resolves to prepare an official copy of the resolution for his family while adjourning in his memory.
