This bill modifies the applicability of a grant program for public improvement projects in certain Texas counties by expanding the eligibility criteria. Specifically, the bill amends Section 388.001 of the Local Government Code to now include two categories of counties: (1) counties with a population less than 3,000 that are adjacent to at least three counties with populations under 10,000 and are located on an international border, and (2) counties located on an international border that partially contain a national park of less than 100,000 acres. The bill will take effect immediately if it receives a two-thirds vote in both legislative chambers, otherwise it will become effective on September 1, 2025. The changes appear designed to broaden the potential recipients of public improvement project grants, potentially providing more opportunities for rural and border counties to access funding for community development projects.
