This bill modifies the Texas Department of Housing and Community Affairs' homeless housing and services program by changing the population threshold for municipalities eligible to receive program assistance from 285,500 to 250,000 residents. Currently, the program allows the department to administer homeless housing initiatives in larger cities, including providing funding for housing construction, development, or procurement for homeless individuals, as well as implementing local programs aimed at preventing and eliminating homelessness. By lowering the population threshold, the bill will expand the potential pool of municipalities that can access these critical housing and homeless services. The change would take effect on September 1, 2025, giving municipalities and the department time to prepare for the expanded program eligibility.
