This bill establishes a digital identification program for the state of Texas, to be implemented by the Department of Public Safety by September 1, 2026. The program will create digital versions of identification documents such as driver's licenses, personal identification certificates, handgun licenses, and hunting or fishing licenses that can be displayed on a wireless communication device. The digital identification must include the same information as physical documents and be capable of authentication and verification, working even in areas with limited wireless connectivity. The department is authorized to upgrade its infrastructure, deploy the digital solution, and develop procedures for law enforcement to accept these digital IDs. A fee of up to $5 may be charged for issuing digital identification, and these digital IDs will be accepted as proof of identity in the same manner as traditional driver's licenses, with the explicit exception that they cannot be used for voting purposes. The bill also allows the Department of Public Safety to contract with third-party providers to establish the program, and provides flexibility to delay implementation if federal waivers or authorizations are needed.
