This bill amends the existing law regarding the execution of search warrants. The key provisions are: 1. Except in certain circumstances, law enforcement officers executing a search warrant must announce their identity and purpose, and wait a reasonable period of time before attempting forcible entry into a house or building. 2. Forcible entry without first announcing identity and purpose is permitted if the officer has reasonable cause to believe there is imminent danger, evidence that an occupant is aware of the officers' presence, or that announcing would inhibit the investigation. 3. If the officer knows of these circumstances when applying for the warrant, they must include that information in the affidavit and seek authorization for entry without announcing. 4. Any forcible entry must be conducted by uniformed or clearly identifiable law enforcement officers. 5. "Reasonable period of time" is defined as a period that reasonably affords an occupant the opportunity to grant admittance, taking into account the time it would take to destroy evidence.
