This bill establishes the Texas Tenant Readiness and Landlord Incentive Pilot Program, administered by the Texas Department of Housing and Community Affairs, to provide assistance to vulnerable populations experiencing homelessness or housing instability. The program will contract with local governments and nonprofit organizations to help individuals and families who are currently homeless, fleeing domestic violence or trafficking, or at high risk of housing instability. Local entities can receive funding to provide up to $3,500 per household in assistance, which can cover costs like housing search expenses, security deposits, utility deposits, moving expenses, renter's insurance, and landlord incentives. Eligible participants must be recipients of housing choice voucher programs. The department will select program administrators through a competitive application process, considering their ability to serve rural areas and diverse populations. By January 1, 2030, the department must submit a comprehensive report to the legislature detailing program outcomes, including demographic information, financial assistance usage, housing stability, and experiences of local entities. The pilot program will expire on September 1, 2030, and the department is required to adopt rules establishing participant eligibility requirements.
