AI Summary

This bill revises job growth incentive tax credit laws to expand the definition of "qualifying new employee" to include apprentices in the construction industry, providing employers with additional tax credit opportunities. The bill modifies several existing sections of Montana law to clarify and broaden tax credit eligibility for employers who hire apprentices. Specifically, the bill allows employers to claim a tax credit for hiring registered apprentices who work in Montana, with the credit amount based on a percentage of wages paid to these apprentices. The tax credit can be claimed for up to 7 years, and employers must apply for a credit certificate from the Department of Labor and Industry. The bill removes some previous restrictions on claiming apprenticeship tax credits and expands the definition of qualifying new employees to explicitly include construction industry apprentices. The changes are designed to incentivize employers to hire and train apprentices, particularly in key economic development sectors like construction. Importantly, the bill maintains a sunset date of December 31, 2028, for these tax credit provisions, ensuring periodic review of the program's effectiveness.
