This bill revises provisions related to the Public Employees' Benefits Program (PEBP) by eliminating the requirement for the Director of the Department of Administration to appoint and define the duties of a Quality Control Officer. Currently, the law mandates that the Director must appoint a Quality Control Officer who serves at the Director's pleasure. The proposed bill removes this specific requirement, instead allowing the Executive Officer of the PEBP to have discretion in appointing a quality control officer under their existing authority to staff the program. The bill maintains other existing provisions, such as requiring that officers in charge of quality control, operations, finance, or information technology must either have a 4-year college degree appropriate to their responsibilities or possess equivalent experience. The Executive Officer retains the ability to employ staff in the classified service of the State as necessary for performing their duties, subject to legislative appropriations and available funding. The bill will take effect immediately upon its passage and approval, simplifying the administrative structure of the PEBP by centralizing staffing decisions under the Executive Officer.
