This bill establishes a new three-member Panel on Food Safety appointed by the governor, with members required to have scientific expertise in areas such as chemical risk assessment, toxicology, chemistry, and food technology. The panel will meet quarterly and, while serving without compensation, may receive reimbursement for expenses. Its primary responsibilities include studying the cumulative effects of food additives and food colors in the diet, and advising the Department of Agriculture on limiting the availability of food additives or colors determined to have negative toxic effects. The bill amends existing regulations to empower the Department of Agriculture to enforce rules based on the panel's recommendations, in coordination with the U.S. Food and Drug Administration. The initial panel members will be appointed with staggered terms, with the first members serving terms ending in January 2026, 2027, and 2028, respectively. The panel will be administratively attached to the Department of Agriculture and will conduct comprehensive scientific assessments to help protect public health by identifying potentially harmful substances in the food supply.
