AN ACT ENTITLED: "AN ACT CREATING A HEALTH CARE PRECEPTOR INCOME TAX CREDIT; PROVIDING THAT THE CREDIT IS FOR A PRECEPTOR WHO DOES NOT RECEIVE COMPENSATION FOR ASSISTING ELIGIBLE STUDENTS ENROLLED IN A HEALTH CARE TRAINING PROGRAM IN THE STATE; PROVIDING THAT THE CREDIT IS NONREFUNDABLE; PROVIDING RULEMAKING AUTHORITY; PROVIDING DEFINITIONS; AMING SECTION 15-30-2303, MCA; AND PROVIDING AN APPLICABILITY DATE."

AI Summary

This bill creates a new income tax credit for health care professionals who serve as preceptors (supervisors) for students in eligible health care training programs in Montana, without receiving compensation for their teaching. The tax credit is worth $1,000 for each clinical rotation of at least 100 hours, with a maximum annual credit of $5,000. To qualify, the preceptor must be a licensed professional in fields like nursing, medicine, psychology, pharmacy, or therapy, and must voluntarily supervise students in graduate-level programs primarily located in Montana. Eligible programs include those training advanced practice registered nurses, medical students, physician assistants, and various other health care professionals. The credit is nonrefundable, meaning it can reduce the taxpayer's tax liability to zero but cannot result in a refund, and it cannot be carried forward or backward to other tax years. The bill also adds this new tax credit to the list of tax credits that will be periodically reviewed by the revenue interim committee to evaluate its effectiveness and impact. The tax credit will apply to income tax years beginning after December 31, 2025.
