This bill revises Montana's transformational learning laws by creating a phase II grant program to support innovative school districts in implementing personalized, proficiency-based learning. The bill moves up the termination date of the existing transformational learning grant program from 2027 to 2026 and establishes a new grant program for up to five school districts that have previously received transformational learning grants. The superintendent of public instruction will invite these districts to apply for grants by February 1, 2026, and distribute funds by July 15, 2026, contingent on legislative appropriation. The grant program aims to help districts develop district-wide transformational learning approaches and generate guidance for other schools interested in similar innovative educational models. Recipients must use the grant money for their proposed learning transformation efforts and participate in collaborative activities organized by the superintendent. By September 1, 2028, the Office of Public Instruction and grant recipients will provide a joint report to legislative committees, including a guidance document and recommendations for supporting transformational learning in other school districts. The bill defines transformational learning as a flexible, pupil-centered approach that customizes education to individual students' strengths, needs, and interests, actively engaging students in determining their learning process.
