AI Summary

This bill creates a state energy authority to diversify and expand Montana's economy by developing energy production and electric transmission facilities. The authority will be composed of 13 members appointed by the governor, including four ex officio, non-voting members, and two ex officio legislative liaisons. The members will represent various energy sectors, including residential, small business, agricultural, commercial, and industrial enterprises, as well as expertise in electric transmission, renewable energy, and coal generation. The authority's purpose is to facilitate planning, development, economic analysis, and coordination of energy facilities within and outside the state. It will have powers to contract for professional services, receive funding from various sources, participate in regional energy transmission organizations, and assist in investigating and coordinating energy transmission corridors. The bill establishes a special revenue account funded by a wholesale energy transaction tax, with up to $700,000 annually allocated to support the authority's administrative costs. The authority must submit an annual report to the Energy and Telecommunications Interim Committee and will work collaboratively with state agencies to advance Montana's energy future. The legislation is set to be effective July 1, 2025, and will terminate on December 31, 2031.
