This bill prohibits public higher education institutions in Texas from entering into contracts or accepting gifts, grants, or donations from countries or entities designated as places of particular concern under the International Religious Freedom Act. Specifically, the bill defines "designated countries or entities" as those identified by the U.S. Secretary of State in the most recent designations as countries of particular concern, special watch list countries, or entities of particular concern. The Texas Higher Education Coordinating Board is authorized to adopt rules to implement this prohibition. The bill will apply only to contracts entered into on or after its effective date, which will be either immediately upon receiving a two-thirds vote in the Texas Legislature or on September 1, 2025, if the immediate effect threshold is not met. This legislation aims to restrict public higher education institutions from financial interactions with countries or entities that may be deemed problematic from a religious freedom perspective.
