This bill provides for a comprehensive study of behavioral health care insurance coverage in Nevada. The Commissioner of Insurance is required to seek funding through grants and donations to contract with a qualified entity to examine how public and private insurance plans achieve parity between behavioral health care and other medical care. The study will analyze compliance with the federal Mental Health Parity and Addiction Equity Act, compare insurance terms for behavioral health care versus other medical care (including network adequacy, reimbursement rates, coverage denial rates, and prior authorization requirements), and investigate issues such as the behavioral health care workforce, potential negative outcomes of inadequate care, emergency and preventative treatment, and economic impacts of behavioral health conditions. Health insurers, government agencies, and other specified entities will be required to submit relevant data, with protections for confidential information. The contractor must submit a detailed report to the Commissioner, Governor, and Legislature with findings and recommendations for improving behavioral health care coverage and access. The bill defines key terms like "behavioral health care" and includes provisions for data confidentiality and potential subpoena power to ensure comprehensive information gathering. The study aims to identify gaps in mental health and substance use disorder treatment coverage and propose policy improvements.
