This bill modifies the existing Education Stabilization Account in the State Education Fund by changing how excess funds are distributed. Currently, when the account balance exceeds 20 percent of the total state education fund appropriations, the excess money would be transferred to the State Education Fund. The bill now requires that any excess money be proportionally allocated to county school districts based on their student enrollment. These funds must be specifically used for retaining, recruiting, training, and providing professional development for teachers and other educational personnel. School districts are required to submit a plan for how they will use these funds to the Department of Education, and the superintendent of each district must submit an annual report by November 1st detailing how the money was spent, comparing actual expenditures to the original plan, and providing information about the success of their efforts to retain, recruit, train, and develop educational personnel. The bill will take effect on July 1, 2025, and aims to provide targeted support for improving educational staffing and professional development across Nevada's school districts.
