AI Summary

This bill revises laws governing bond elections and mill levy elections in Montana, primarily focusing on voter turnout and approval requirements. The key provisions allow for different voting standards depending on whether an election is held during a primary or general election in an even-numbered year or at another time. For elections held during primary or general elections in even-numbered years, a simple majority of votes cast will approve a bond or mill levy. For elections held at other times, the bill introduces a more complex approval process: if 35% or more of qualified electors vote, a majority of votes cast is required for approval; if voter turnout is less than 35%, the proposition is automatically rejected. This change applies to various types of local government elections, including county, municipal, school district, and special district bond and tax levy votes. The bill aims to simplify the election process for certain ballot measures while still maintaining voter participation requirements. The changes will apply to bond elections and mill levy elections held on or after the bill's effective date, and the bill becomes effective immediately upon passage and approval.
