This bill requires landlords of rental properties to offer tenants the opportunity to have their positive rental payment information reported to certain consumer reporting agencies. Specifically, landlords must provide a written offer to tenants that explains they can voluntarily opt into having their on-time rent payments tracked by a nationwide consumer reporting agency or a agency that furnishes rental payment data. The written offer must include details such as the reporting agency's name, any associated fees (capped at $10 per month or the actual reporting cost), and clear instructions about opting in and out of the reporting. Tenants can choose to accept the offer at any time and can also request to stop reporting, though they must wait 6 months before resuming reporting. The bill exempts smaller landlords with 15 or fewer rental units, unless they meet specific corporate ownership criteria. The requirement will take effect on July 1, 2025, and landlords must provide the offer to existing tenants by October 1, 2025. The goal is to help tenants build credit history by having their consistent, positive rent payments documented with credit reporting agencies.
