This bill modifies the rules for non-enrolled students participating in University Interscholastic League (UIL) activities in Texas public schools. Currently, schools must provide non-enrolled students who meet league eligibility standards the opportunity to participate in UIL activities. The bill introduces a new provision allowing school district boards or charter school governing bodies to adopt a policy by a specified date that would decline to grant non-enrolled students participation opportunities. Additionally, the bill clarifies that non-enrolled students may typically only participate in UIL activities for the school they would be eligible to attend based on their residential address. If the student's default school adopts a policy declining participation, they may instead participate in league activities at the closest school that has not adopted such a policy. These changes will take effect for the 2025-2026 school year, giving school districts time to develop and implement their participation policies. The bill provides schools with more flexibility in determining whether and how non-enrolled students can participate in UIL-sponsored activities while maintaining basic residency-based eligibility requirements.
