This bill amends the training curriculum requirements for school district peace officers and school resource officers in Texas by expanding the existing learning objectives. The bill adds a new requirement for officers to learn about the effects of mental health conditions on student behavior, specifically focusing on the impacts of gang influence, drug use, mistreatment, neglect, grief, and trauma. The new curriculum will emphasize using evidence-based, grief-informed, and trauma-informed strategies to support a safe school environment and protect the mental health of students who have experienced traumatic experiences. The Texas Commission on Law Enforcement is required to update the model training curriculum as soon as practicable after the bill's effective date. The bill will take effect immediately if it receives a two-thirds vote in both legislative houses, or otherwise will become effective on September 1, 2025. This update aims to enhance officers' understanding of complex student mental health issues and provide more comprehensive, compassionate approaches to school safety and student well-being.
